Senate President Sherwin Gatchalian is pushing for more localized learning measures amid repeated class suspensions caused by recent weather disturbances.
He warned that prolonged disruptions could worsen learning loss among students.
Under Senate Bill No. 53, local school boards would be empowered to decide timely and localized education measures during disasters and emergencies.
Gatchalian said some areas have lost up to 20 school days this month due to bad weather, affecting even areas not directly hit.
He cited a study showing that an average of 30 to 50 class days were lost to suspensions over the past two years.
