The Department of Transportation (DOTr) has urged public utility vehicle (PUV) operators and drivers to join or form transport cooperatives or corporations under the Public Transport Modernization Program, with consolidation applications open until March 2027.
The program, ordered by President Ferdinand R. Marcos Jr., aims to replace the old PUV system with a safer, more efficient, and environmentally friendly transport network.
DOTr said the reform is intended to improve conditions for transport workers while ensuring better safety and comfort for passengers.
Under the program, drivers are shifted from the “boundary” system to regular salary-based employment with benefits such as SSS, PhilHealth, Pag-IBIG, overtime, and holiday pay.
The agency also noted that modernized cooperatives have grown in membership and fleet size, reflecting progress in the transport sector’s transition.
