The Department of Agriculture (DA) is exploring a public-private partnership (PPP) scheme for about P80 billion worth of farm-to-market roads to speed up construction in rural areas.
Agriculture Secretary Francisco Tiu Laurel Jr. said the agency plans to work with the World Bank and International Finance Corp. to develop the financing system.
He said private companies could fund the projects, with the government repaying them over time, improving farmers’ access to markets and helping reduce poverty.
The proposed projects would be separate from the P33 billion allocated for farm roads in the DA’s 2026 budget, which targets 2,300 kilometers across 1,605 projects.
The DA also received P16 billion for farm roads in 2027, but Tiu Laurel said it falls short of the agency’s goal of building 55,000 kilometers of roads.
