Senate Majority Leader Juan Miguel “Migz” Zubiri urged additional funding for the Department of Agrarian Reform (DAR) in its proposed 2026 budget, citing the agency’s strong performance in land distribution and farmer support programs.
The DAR is requesting P28 billion for 2026, but the Department of Budget and Management has approved only P17 billion, which Zubiri warned could hinder key services like the Support to Parcelization of Lands for Individual Titling (SPLIT) program.
Between July 2022 and August 2025, the DAR distributed over 242,000 land titles, released 401,001 Certificates of Condonation with Release of Mortgage, and completed hundreds of irrigation projects and farm-to-market roads.
Zubiri praised Secretary Conrado Estrella III and the agency for earning the trust of farmers and urged Senate Finance Committee chairman Sherwin Gatchalian to approve the budget augmentation.
He emphasized that additional funding would support ongoing programs and further improve the welfare of agrarian reform beneficiaries nationwide.
