Bicol Saro Party-list Rep. Terry Ridon said the Supreme Court’s En Banc ruling on the 19th Congress impeachment case against Vice President Sara Duterte “restores clarity” to the House’s constitutional role in impeachment.
The SC on January 29 denied the House of Representatives’ motion for reconsideration of its July 2025 ruling that struck down the impeachment complaint as unconstitutional.
Ridon explained that the decision recognizes impeachment as a political and constitutional process entrusted to the legislature, allowing the House to evaluate complaints based on evidence available to members.
The ruling also removed the previous requirement to provide the respondent copies of draft articles and an opportunity to respond at the internal stage, instead emphasizing a standard where evidence must be presented to House members for their deliberation.
Ridon stressed that the House remains committed to ensuring that impeachment proceedings are grounded in facts, evidence, and constitutional principles.
