Senator Raffy Tulfo questioned the Philippine Ports Authority’s (PPA) purchase of body cameras costing up to P879,000 each from a little-known supplier, Boston Homes, during the Department of Transportation’s budget hearing.
The PPA bought 191 cameras under a P168-million contract, and Boston Homes was found to be operating from an apartment with only P10 million in startup capital.
The Commission on Audit previously flagged the company for delivering defective equipment to another agency, yet PPA awarded it another even more expensive contract in 2021.
PPA General Manager Jay Santiago defended the procurement, saying the cost included an integrated system compatible with CCTV networks and that bids undergo assessment before approval.
Senator Tulfo called for the dismissal of those involved in the evaluation, while DOTr acting Secretary Giovanni Lopez vowed to investigate the matter.
