Malacañang announced that the Department of Public Works and Highways (DPWH) budget will not be returned to the executive branch despite calls from some senators amid allegations of fictitious projects.
Senators Bam Aquino and Loren Legarda proposed unusual measures, including sending back or deleting the DPWH budget, but the Palace said the budget cannot be returned and that President Marcos has ordered a review instead.
Budget adjustments, including corrections and possible removals, will be handled by Congress, with new DPWH Secretary Vince Dizon and Budget Secretary Amenah Pangandaman overseeing the process.
Aquino argued the Senate should reject the budget as is, but Pangandaman clarified the Constitution does not allow returning the budget to the executive.
The proposed budget was prepared under former DPWH chief Manuel Bonoan, who resigned and was replaced by Dizon amid the ongoing controversy.
