DAR PUSHES FULL-SPEED DRIVE TO DIVIDE COLLECTIVE LAND TITLES

Agrarian Reform Secretary Conrado Estrella III said the Department of Agrarian Reform (DAR) is moving full speed ahead to split collective land titles as the World Bank-funded SPLIT project nears its December 2027 expiry.

The project aims to convert collective titles covering 1.38 million hectares into individual titles for more than one million agrarian reform beneficiaries.

Estrella said around 750,000 collective land titles remain pending, with DAR targeting to process about 500,000 this year and finish the rest by next year.

He stressed that SPLIT remains a priority, although he said strict World Bank funding rules have slowed the process.

Estrella said the DAR could complete the title splitting faster if it were solely up to the agency.
