Cassandra Li Ong, wanted for qualified human trafficking, was last tracked in Fujian, China, Interior Secretary Jonvic Remulla announced.
Authorities suspect she may have left the Philippines through unrecorded means, as the Bureau of Immigration has no official exit records.
Ong has a P1 million bounty for her arrest, though Malacañang previously indicated she might be in the country.
The Regional Trial Court in Angeles, Pampanga, has issued arrest warrants for Ong and former presidential spokesman Harry Roque in connection with the Lucky South 99 scam hub.
The Philippine National Police has intensified the manhunt, with the CIDG ordered to ramp up efforts to apprehend Ong and her co-accused.
