Individuals convicted in the flood control scandal may be detained at the Sablayan penal facility in Mindoro, which is being prepared to house serious offenders, BuCor Chief Gregorio Catapang Jr. said.
The facility, designated as a “supermax,” is expected to be completed within the first quarter of 2026.
The New Bilibid Prison in Muntinlupa will be closed and repurposed due to security concerns and its location in a high-end residential area.
Catapang noted that prison congestion at Bilibid has improved, dropping from 300% to nearly 200%.
Despite these improvements, overall jail and prison facilities in the Philippines continue to face severe overpopulation, with BuCor reporting a 290% congestion rate as of September 2025.
