Senator Bam Aquino urged Malacañang to certify the Classroom-Building Acceleration Program (CAP) bill as urgent to address the country’s massive classroom backlog.
He criticized the Department of Public Works and Highways (DPWH) for completing only 22 of its 1,700 targeted classrooms for 2025, far below the needed 145,000.
Aquino said the CAP bill would allow local government units (LGUs) and qualified NGOs to build classrooms in line with DepEd standards, speeding up construction and ensuring proper quality.
The senator emphasized that decentralizing classroom construction is key to tackling the education sector’s infrastructure gap efficiently.
Aquino hopes that urgent certification by President Marcos will enable the swift passage and implementation of the bill.
