Bicol Saro Party-list Rep. Terry Ridon has criticized LTO Chairman Markus Lacanilao for allegedly misrepresenting the definition of light electric vehicles (LEVs) to justify the planned impoundment of e-trikes and e-bikes starting Dec. 1.
Ridon clarified that LEVs for exclusive private use can operate on both public and private roads, and the Electric Vehicle Industry Development Act (EVIDA) exempts such vehicles from LTO registration.
He said the LTO cannot rely on the Implementing Rules and Regulations (IRR) to override the law, as Congress’s exemptions cannot be restricted by agency rules.
Ridon warned that proceeding with the impoundment would be unjust and legally questionable, and pledged to challenge the action both in Congress and through the courts.
On Monday, he plans to file a House resolution urging the DOTr to halt the impounding and review LTO and MMDA mandates concerning LEVs.
