The Philippines fell 12 spots to 19th in the latest Climate Change Performance Index, dropping from a “high” to a “medium” performer due to weaknesses in renewable energy policies, climate targets, and policy implementation.
Experts cited the absence of a net-zero target, intermediate goals, and a long-term decarbonization strategy as key reasons for the decline.
Despite the drop, the country remains a top performer in Southeast Asia, ranking second regionally in renewable energy and reducing coal use, though the transition away from fossil fuels is still slow.
Human rights concerns linked to some renewable energy projects, including hydropower in the Cordilleras and floating solar farms in Laguna de Bay, also affected the ranking.
Analysts recommend coordinated government action, including protecting forests, committing to net-zero, phasing out fossil fuels, and enforcing a coal moratorium to improve climate performance.
