The Commission on Elections (Comelec) has updated its rules for party-list nominees holding public office, mandating that individuals in appointive positions must resign upon the start of the campaign period for the May 2025 elections.
According to Resolution 11065, this includes members of the Armed Forces and employees of government-owned corporations.
Previously, nominees could retain their positions even after accepting nominations, but the change follows a petition by election lawyer Romulo Macalintal, who argued that the 1987 Constitution prohibits civil servants from engaging in political activities.
The filing period for Certificate of Nomination and Certificate of Acceptance for party-list groups is scheduled from October 1 to 8, while the campaign period will begin on February 11, 2025.
This resolution aims to clarify the legal boundaries for public officials involved in the electoral process.
