A measure filed in the House of Representatives seeks to institutionalize a P50,000 monthly entry-level salary for nurses under House Bill No. 9841 or the proposed Comprehensive Nursing Law of 2026.
Authored by ACT Teachers Party-list Rep. Antonio Tinio, Gabriela Party-list Rep. Sarah Elago, and Kabataan Party-list Rep. Renee Co, the bill aims to overhaul the nursing sector by addressing what they described as systemic exploitation, including low wages, job insecurity, and poor working conditions.
It also proposes the repeal of Republic Act No. 9173 or the Philippine Nursing Act of 2002, and calls for direct hiring and security of tenure while banning contractualization in healthcare.
The measure further mandates safe nurse-to-patient ratios, higher compensation with benefits such as hazard and overtime pay, and improved career development and education standards.
Lawmakers said the proposal responds to the ongoing nursing crisis marked by large-scale migration, unemployment, and understaffing in local hospitals, and urged its urgent passage.
