The Department of the Interior and Local Government has ordered local government units to fast-track and simplify approval processes for renewable energy projects nationwide through Memorandum Circular 2026-032, aligning with the country’s clean energy goals.
The directive replaces the Letter of No Objection with a standardized Resolution of No Objection issued by local councils, aiming to reduce delays and improve coordination between LGUs and national agencies.
Under the new rules, applicants will follow a simplified three-step process, and LGUs must act on applications within 45 working days, with written explanations required for any denials.
Renewable energy projects covered include solar, wind, hydro, geothermal, biomass, and energy storage systems as part of efforts supporting Ferdinand R. Marcos Jr.’s energy security agenda.
The policy reinforces the government’s push for faster deployment of clean energy under Executive Order No. 110 amid a declared national energy emergency.
