The Senate uncovered widespread misuse of fake Persons with Disabilities (PWD) cards, with Sen. Sherwin Gatchalian estimating up to 8 million fake cards nationwide. Restaurant owners highlighted cases like “legally blind pilots” and “conjugal disabilities,” which inflate discounts from 5% to 25% of sales, equating to $1 billion in lost revenue in 2023 alone. Authentic PWDs face disadvantages as these abuses strain the restaurant industry. The Senate is probing this issue to safeguard benefits under Republic Act 10754. The DOH records 1.8 million legitimate PWDs as of November 2024.
