Senator Jinggoy Ejercito Estrada filed Senate Bill No. 1001, the proposed Parking Fee Regulation Act, to standardize parking rates and protect motorists from excessive fees in malls and commercial establishments.
The bill sets rate ceilings of P50 for cars and P30 for motorcycles for the first eight hours, with overnight caps of P200 and P100, respectively, and waives fees for customers spending at least P1,000.
It also mandates a minimum 30-minute grace period, requires establishments to ensure vehicle security, and prohibits liability waivers commonly stated as “Park at your own risk.”
Parking facilities must display rates, issue official receipts, and face fines up to P100,000 or license suspension for violations.
Estrada emphasized that the bill aims to balance consumer protection with business sustainability, while DTI and other agencies will issue implementing rules within 60 days of enactment.
