Labor Secretary Francis Tolentino has directed all private employers to register their employees under the Philippine Health Insurance Corporation’s (PhilHealth) Yaman ng Kalusugan Program (Yakap), in accordance with Labor Advisory No. 10, series of 2026.
The Department of Labor and Employment (DOLE) said the directive is based on the Labor Code of the Philippines and the Universal Health Care Act, mandating coordination with PhilHealth and workplace-based registration support.
Employers are also encouraged to facilitate on-site enrollment and assist workers in registering through the eGov app and PhilHealth Member Portal.
Yakap provides enhanced primary care benefits, including consultations, laboratory and cancer screening tests, essential medicines, and outpatient services for members and dependents, as well as the Gamot program that offers up to 75 free medicines worth up to ₱20,000 annually.
DOLE reported that more than 41,000 workers in the Ilocos Region have already been enrolled through on-site registration efforts.
