Mamamayang Liberal Party-list Rep. Leila de Lima has filed House Resolution No. 574 calling for a congressional probe into reclamation projects in the country, starting with Manila Bay.
She wants the inquiry to verify government data, assess compliance with environmental laws, and evaluate the socioeconomic impact on affected communities.
De Lima cited overlapping mandates among agencies like the PRA, DENR, and LGUs, resulting in gaps in accountability and inconsistent enforcement.
She also criticized the piecemeal assessment of projects, arguing that the combined environmental impact of all 20–30 Manila Bay reclamation projects should be evaluated.
The lawmaker urged strict enforcement of environmental laws, better coordination among government agencies, and consideration of a moratorium on projects that endanger livelihoods, ecosystems, and public safety.
