The minority bloc of the Senate of the Philippines, known as SB11, called for the resignation of Senate President Alan Peter Cayetano after accusing him of “taking the chamber hostage” through a boycott that stalled plenary sessions and legislative work.
Senators led by Minority Leader Vicente Sotto III said the absence of majority members and Cayetano’s handling of session rules amounted to a violation of Senate procedures and a failure of leadership that disrupted government work and delayed key bills.
Cayetano, meanwhile, defended the boycott as a “parliamentary tool” tied to ongoing disputes over committee control and the controversial flood control investigation being handled by the Blue Ribbon Committee.
Minority senators rejected this justification, insisting the Senate must continue functioning and urging majority lawmakers to fulfill their duties instead of skipping sessions.
The standoff has led to legislative delays as Congress nears adjournment, with tensions escalating between the two blocs.
