Senate Minority Leader Vicente “Tito” Sotto III filed Senate Bill No. 189, or the People’s Freedom of Information Act of 2025, to guarantee public access to government information on matters of public concern.
The bill aims to promote transparency, accountability, and citizen participation by requiring government agencies to disclose key data, including budgets, procurement plans, and official transactions online.
It mandates the public release of the annual Statements of Assets, Liabilities, and Net Worth (SALN) of top officials such as the President, Cabinet members, Congress, Supreme Court justices, and military officers.
Sensitive personal information like health records and tax returns will remain confidential under the proposed law.
The bill also imposes penalties, including fines and imprisonment, for public officials who conceal or tamper with government information.
