Benguet lawmaker Eric Go Yap has filed House Bill No. 2856, the Freelance Workers Protection Act, to address labor protection gaps for Filipino freelancers like graphic designers, writers, and virtual assistants.
The bill mandates written contracts between freelancers and clients to clarify work terms and reduce disputes.
It also proposes extending employee benefits such as hazard pay and night differential pay to freelancers working in risky or irregular hours.
Penalties will be imposed on clients who delay payments or violate contract terms to ensure fair treatment.
Yap hopes the law will provide freelancers with protections similar to regular employees and foster a more ethical and inclusive labor market.
