Barbers emphasized the country’s right to manage its affairs and recommended relying on domestic agencies for justice. The ICC continues to seek evidence of state-sanctioned killings during Duterte’s drug war, which he defended as necessary. The QuadComm forwarded its findings to the DOJ, PNP, and other agencies for appropriate action.
