The Quad Committee’s report on drug war-related deaths under the Duterte administration will remain for domestic use, according to Chairperson Robert Ace Barbers. The Philippines, no longer an ICC member since 2018, will not provide evidence or cooperate with ICC investigations. Barbers emphasized the country’s right to manage its affairs and recommended relying on domestic agencies for justice. The ICC continues to seek evidence of state-sanctioned killings during Duterte’s drug war, which he defended as necessary. The QuadComm forwarded its findings to the DOJ, PNP, and other agencies for appropriate action.
