Contractors, suppliers, and consultants with serious or repeated violations of government procurement rules will face a lifetime ban from bidding under Republic Act No. 12009, the New Government Procurement Act (NGPA), Budget Secretary Amenah F. Pangandaman announced.
The NGPA modernizes procurement by increasing accountability, expanding public access to contract data, and requiring beneficial ownership disclosures to prevent conflicts of interest.
The law enforces penalties through a tiered system, starting with fines and retraining, then suspensions, blacklisting, and ultimately lifetime disqualification for persistent offenders.
The NGPA also supports criminal complaints in cases of fraud or misuse of funds.
The Department of Budget and Management said these reforms aim to curb waste and abuse, backed by a monitoring system that tracks compliance across agencies.
