Marcos highlighted the increasing hostility toward Philippine vessels in contested waters, stressing that economic cooperation cannot be separated from political security.
He urged ASEAN and China to expedite negotiations on a binding Code of Conduct to manage maritime disputes effectively.
Additionally, Marcos emphasized the need for unity among ASEAN members against external aggression, referencing recent incidents involving Chinese forces harassing Philippine vessels.
