Cavite 4th District Rep. Francisco “Kiko” Barzaga is set to return to the House of Representatives this week after serving his second 60-day suspension for “disorderly behavior.”
Despite his controversial reputation, Barzaga has filed four principal bills in the 20th Congress, including measures on Dasmariñas’ founding anniversary, absolute divorce, VAT abolition, and disclosure of foreign travel by lawmakers.
He is also listed as a co-author on four other bills related to English proficiency, healthy food marketing, and artificial intelligence in government.
All eight measures are currently pending at the committee level.
Barzaga missed filing any measures during his two suspensions, the second of which was adopted by the House on February 4, 2026.
