Quezon City Mayor Joy Belmonte was conferred the Gawad Lingkod Bayan ng Pangulo, the Civil Service Commission’s (CSC) highest honor, by Executive Secretary Ralph Recto on behalf of President Marcos Jr. during the Pagpupugay 2025 awards at Malacañang Palace.
City Administrator Michael Victor Alimurung also received the Gawad Pag-asa for his leadership in digital transformation and modernizing public services.
The awards recognize public servants whose work exemplifies ethical, effective, and people-centered governance, with Belmonte’s citation highlighting Quezon City’s achievements in digital governance, disaster preparedness, inclusive social services, and urban planning.
Under her leadership, the city has achieved five consecutive unmodified COA audit opinions, implemented digitized health records, enhanced transparency portals, and earned recognition for sustainability, including UNEP’s “Champion of the Earth” award.
Belmonte emphasized that the honor reflects the collective efforts of QCitizens and reinforced her commitment to inclusive progress and systemic reforms in governance.
