The House of Representatives voted 265-14 with eight abstentions to expel Cavite 4th District Rep. Francisco “Kiko” Barzaga after the Committee on Ethics and Privileges found him guilty of disorderly behavior, conduct unbecoming of a member, and violations of the House Code of Conduct.
The case stemmed from a complaint filed by Deputy Speaker Janette Garin, citing repeated disruptions in plenary sessions, discourteous conduct toward colleagues, and controversial social media posts that allegedly undermined the institution’s dignity.
The Ethics Committee ruled that Barzaga violated House Rules and provisions of Republic Act 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees.
It also noted his prior suspensions, saying repeated penalties failed to correct his behavior and justified the recommendation for expulsion.
With the decision, Barzaga is formally removed from office, marking a rare exercise of the chamber’s constitutional power to expel one of its members.
