The House of Representatives on Tuesday overwhelmingly approved House Bill 9397, or the Right to Information Act, with more than 280 lawmakers voting in favor of the measure.
The bill seeks to establish a legal framework allowing citizens to access government records, contracts, data, and other official information from all branches of government, including state-owned firms, state universities, constitutional commissions, and local government units.
If enacted into law, the measure will create a centralized online portal where Filipinos can submit and track requests for public information.
The proposed law also provides for the establishment of a Right to Information Commission that will hear appeals on denied requests, investigate violations, and ensure government compliance.
Lawmakers said the measure aims to strengthen transparency, accountability, and public participation in governance.
