FORMER DPWH SECRETARY BONOAN FAILS TO RETURN TO THE PHILIPPINES, BI CONFIRMS

Former DPWH Secretary Manuel M. Bonoan failed to return to the Philippines on his scheduled date of December 17, 2025, after leaving the country on November 11.

The Bureau of Immigration confirmed that Bonoan, who departed allegedly to accompany his wife for medical treatment in the United States via Taiwan, remains abroad.

He is currently the subject of an Immigration Lookout Bulletin due to his involvement in alleged anomalous flood control projects.

The Independent Commission for Infrastructure recommended that the Office of the Ombudsman investigate Bonoan and other former DPWH officials over a P72.3-million flood control project in Plaridel, Bulacan, which was reportedly never constructed.

The Department of Justice stated it will continue monitoring Bonoan’s movements overseas.
