Some perpetrators of the flood control scandal, including former DPWH-Bulacan engineers Henry Alcantara, Brice Hernandez, Jaypee Mendoza, and contractor Sarah Discaya, could be jailed by Christmas, DPWH Secretary Vince Dizon said.
Charges filed before the Ombudsman include violations of the Anti-Graft and Corrupt Practices Act, Government Procurement Reform Act, and malversation of public funds, based on evidence such as affidavits from residents and documents from ghost projects in Davao Occidental and substandard structures in La Union.
Malacañang and the Independent Commission for Infrastructure (ICI) assured the public that investigations are ongoing, with nearly P5.2 billion in assets frozen and 92 personalities under immigration lookout.
Local governments, the Catholic Church, and civil society groups have joined forces to assist in probing the 421 suspected ghost flood control projects identified by the ICI.
Commission officials emphasized due process, saying each case will be airtight to ensure prosecution without persecution, while public trust in government remains a concern.
