Davao City 1st District Rep. Paolo Duterte challenged ACT Teachers party-list Rep. Antonio Tinio to visit Davao and see for himself that flood control projects along the Davao and Matina Rivers are functional, amid Tinio’s allegations of irregularities in 80 of 120 projects.
Duterte claimed the projects, worth over P4 billion, were inspected and validated by the Department of Public Works and Highways (DPWH) and the Commission on Audit (COA), and accused Tinio of using Davao for political purposes.
Tinio had flagged projects for issues such as overlapping contracts, double funding, reduced coverage, lack of specifications, and contracts not listed in the General Appropriations Act.
The dispute is part of a larger verbal spat between the two lawmakers, following Tinio’s support for probes into the Manila Bay Dolomite Beach project implemented during former President Rodrigo Duterte’s term.
Both sides accused each other of political bias, with Duterte criticizing Tinio’s silence on current administration issues and Tinio defending Makabayan’s record in questioning government spending.
