The Department of Human Settlements and Urban Development (DHSUD) will expand the 4PH Program by adding a high-density housing (HDH) component for informal settler families (ISFs).
The move, outlined in Department Order 2025-021, aims to provide in-city and near-site relocation options in Metro Manila, addressing limited land and high urban density.
HDH focuses on multi-storey residential buildings, offering durable homes while supporting safe and sustainable living conditions.
The Social Housing Finance Corporation will implement the projects, coordinating with community associations to identify qualified beneficiaries, prioritizing families in danger zones.
DHSUD Secretary Jose Ramon Aliling said the initiative boosts the flagship housing program, showing that vertical housing can successfully improve living conditions for low-income families.
