Baguio City Councilor Jose Molintas has outlined his stance on the planned redevelopment of the city’s public market, urging consistency in government policy while ensuring safeguards for vendors and market workers.
He acknowledged that the 2020 public-private partnership (PPP) resolution remains the law and stressed that abruptly reversing it would hinder infrastructure progress.
Molintas proposed key protections for stakeholders, including guaranteed stall sizes, fixed rentals for three years, clear relocation plans, and priority employment for porters and stewards.
He also recommended amendments to preserve the market’s public character, such as excluding operations from lease agreements, expanding market frontage, and studying Iloilo’s market model.
The redevelopment aims to address congestion, fire hazards, sanitation, and outdated infrastructure while balancing private sector financing with the welfare of small vendors.
