The Philippine Contractors Accreditation Board (PCAB) members will now be prohibited from owning construction firms to prevent conflicts of interest, Trade Secretary Cristina Roque announced on October 22.
This reform is part of broader efforts by the Department of Trade and Industry (DTI) to address corruption concerns amid investigations into questionable flood control projects.
New oversight measures include requiring license applications to pass through the Office of the Secretary before PCAB board approval, and plans to bar relatives of blacklisted contractors from licensing.
Current PCAB members will be replaced by new appointees with at least 10 years of industry experience, pending presidential approval.
Additionally, licenses of the top 15 contractors implicated in flood control contract irregularities are set to be revoked, with limited chances for appeal.
