The P12 billion, inserted by the Bicameral Conference Committee, has raised concerns among senators regarding its purpose, with speculation suggesting a charter change plebiscite.
However, Comelec maintains that the funds were just part was just part of the P17.4 billion that was slashed from their original budget proposal and not designated for any plebiscite.
Garcia clarifies that Comelec cannot dictate how Congress allocates funds and reiterates their realignment of the additional budget.
