The Commission on Elections cleared Sen. Chiz Escudero and construction magnate Lawrence Lubiano of any election law violations over a P30-million campaign donation, ruling it was a personal contribution.
The Political Finance and Affairs Department found no evidence that Lubiano, president of Centerways Construction, acted on behalf of his company when giving the funds to Escudero’s 2022 senatorial campaign.
The resolution emphasized that Lubiano’s personal donation cannot be conflated with Centerways’ government contracts, despite concerns over potential conflicts of interest.
Both Escudero and Lubiano maintained that the senator was unaware of the company’s contracts at the time, a defense accepted by Comelec.
Centerways has since secured numerous flood control projects, and Escudero endorsed Lubiano’s brothers in recent local elections, but no wrongdoing was found in the campaign contribution case.
