BILL SEEKS LIFETIME VALIDITY FOR PWD IDS WITH PERMANENT DISABILITIES

A bill filed by Parañaque Rep. Brian Raymund Yamsuan seeks to amend the Magna Carta for Disabled Persons to grant lifetime validity to PWD identification cards for individuals with certified permanent disabilities. 

Under House Bill 6306, PWD IDs for irreversible conditions would be free of charge and no longer require renewal, easing the burden on beneficiaries, especially those from low-income families. 

The measure also introduces a clear legal definition of “permanent disability” to prevent fraud and improve ID system management. 

Yamsuan said that repeated renewals for unchanging conditions contradict the law’s accessibility and inclusion goals and may discourage eligible individuals from applying. 

An estimated 2.8 million Filipinos are registered PWDs, though lawmakers believe the real number may be higher due to challenging application processes.
