The Department of Budget and Management (DBM) has called on agency heads to prioritize contract of service (COS) and job order (JO) workers to fill vacant government plantilla positions.
Budget Secretary Amenah F. Pangandaman noted that 8 percent of the 2 million plantilla positions are unfilled, equating to 168,719 positions.
She emphasized that the recent Joint Circular No. 2, Series of 2024, allows for extending COS and JO workers’ contracts until December 31, 2025, to help them gain additional experience and qualifications.
This extension is part of President Marcos’ directive to ensure these workers retain their jobs and enhance their prospects for permanent positions.
Efforts are also underway to provide COS and JO workers with retraining and review sessions to better prepare them for the Civil Service Examination.
