Budget Secretary Amenah Pangandaman denied allegations by former Ako Bicol Partylist representative Elizaldy Co that she and President Marcos ordered the insertion of ₱100 billion in the 2025 national budget.
She said all appropriations ordered by the President are included in the National Expenditure Program (NEP) before submission to Congress.
Pangandaman emphasized that the bicameral conference is under the legislature’s authority, and the executive strictly follows the budget process.
She rejected any insinuations of wrongdoing, saying all actions are transparent and aboveboard.
The press conference at Malacañang aimed to clarify the administration’s adherence to proper budget procedures.
