The Lakas-CMD party, led by Leyte Rep. Martin Romualdez, is pushing House Bill No. 8191 to provide a 50 percent electricity discount for qualified households amid rising fuel and power costs.
The measure, part of the party’s GINHAWA KIT agenda, targets minimum-wage earners and aims to ease household expenses related to electricity, health, education, and livelihoods.
The bill also strengthens lifeline rates by offering a 100 percent discount for low-consumption households and ensures automatic enrollment to prevent the exclusion of marginalized families.
Safeguards include one-household-one-account rules, periodic revalidation, fraud penalties, and oversight by an inter-agency committee led by DSWD with ERC and DOE co-chairs.
Lakas-CMD lawmakers say the legislation is designed to deliver immediate, tangible relief while making the electricity subsidy system fairer and more accessible nationwide.
