The measure proposes a National and Local Public Parks Authority to oversee governance, with National Parks Institutes supporting research, education, and capacity-building.
It also calls for identifying potential park areas, acquiring land for development, and creating urban parks to meet the needs of growing cities.
Villar emphasized that the bill promotes both environmental protection and public health, noting that access to green spaces improves physical and mental well-being.
He urged lawmakers and stakeholders to prioritize the legislation as an investment in the environment, cultural heritage, and the long-term health of Filipinos.
