The Independent Commission for Infrastructure (ICI) plans to summon former House Speaker Martin Romualdez, former Representative Elizaldy Co, and Senator Mark Villar in its investigation into alleged budget insertions and kickbacks in infrastructure projects.
Villar is being investigated due to his role as former DPWH secretary, while Co faces accusations of manipulating the 2025 budget and seeking commissions from flood control projects.
The Department of Justice is also examining Villar for a potential conflict of interest related to government contracts awarded to his cousin.
Romualdez has been implicated in testimonies alleging receipt of kickbacks but denies involvement, and both he and Co have resigned from their positions amid the probe.
Co has not returned to the Philippines to attend hearings, which now include the Senate.
