The Commission on Elections (Comelec) announced that the barangay and Sangguniang Kabataan elections will be held on November 2 using a fully manual voting system.
Voters will write candidates’ names on ballots, which will be counted and canvassed by hand at the precinct level, with results proclaimed within villages.
No major technological upgrades will be implemented, but Comelec will intensify its “Kontra Bigay” campaign against vote-buying, including monitoring cash, e-wallet transfers, and misuse of government aid.
Ballot printing is complete, voter registration runs until May 18, and the commission expects around 73 million voters nationwide, including 25 million SK voters.
Comelec chairman George Erwin Garcia urged voters, especially the youth, to vote responsibly and reminded candidates that early campaigning and overspending are punishable under election rules.
