The International Maritime Organization and the Philippine government through the Maritime Industry Authority have finalized a strategic roadmap to modernize global seafarer training and begin Phase 2 of the review of the STCW Convention.
Announced during IMO Secretary-General Arsenio Dominguez’s visit to the Philippines, the reforms aim to update decades-old standards to reflect high-tech shipping and the use of alternative fuels such as methanol, ammonia, and hydrogen.
Officials said the roadmap will strengthen training through simulation, digital skills, and standardized faculty development while addressing safety gaps posed by new energy sources.
The overhaul also emphasizes seafarer welfare, including strict enforcement of rules against violence and harassment at sea and improved living conditions onboard.
As a supplier of about a quarter of the world’s seafarers, the Philippines reaffirmed its commitment under President Ferdinand Marcos Jr. to prioritize safety, professionalism, and well-being in the maritime workforce.
