Former PCSO general manager Royina M. Garma arrived in the Philippines on September 6 after being detained in the United States for visa issues.
Garma, a retired police colonel, left the country last November but was held upon arrival in San Francisco due to cancelled visas.
She faces murder charges related to the 2020 killing of PCSO board secretary Wesley Barayuga and the attempted murder of his driver.
The complaint, filed by the DOJ, names five other respondents linked to the case following investigations by the NBI and PNP.
Garma had previously testified before the House of Representatives on illegal drug operations during the Duterte administration and fled to the US after being released from detention.
