Amid the resignation of two commissioners from the Independent Commission for Infrastructure (ICI), President Marcos is prioritizing the passage of a bill to create the Independent People’s Commission (IPC).
Malacañang said appointing replacements is not the President’s focus, as the IPC bill seeks to strengthen measures against anomalies in government infrastructure.
The proposed legislation would expand the ICI’s powers, allowing the IPC to cite people in contempt, cancel professional licenses, grant witness protection, and issue look-out orders.
Lawmakers, including Akbayan Rep. Perci Cendaña, stressed the importance of institutionalizing an investigative body to tackle infrastructure corruption effectively.
If passed, the IPC would expand membership, include civil society and industry experts, and serve as a “justice delivery network” to monitor the entire corruption investigation process.
