MANILA OFFICIALS ACCUSED OF VIOLATING ANTI-GRAFT LAW IN LIGA CONTROVERSY

Former Manila ex officio councilor Leilani Lacuna filed criminal and administrative complaints against Mayor Isko Moreno, Vice Mayor Chi Atienza, and 13 other city officials over her alleged illegal removal as Liga ng mga Barangay president. 

She accused the officials of violating the Anti-Graft and Corrupt Practices Act and usurpation of authority, claiming the move was motivated by political vendetta and an attempt to seize barangay budgets. 

The complaints follow a separate civil petition seeking to nullify her ouster and the removal of other barangay chairpersons. 

Manila City Hall defended the election of new Liga officers, saying it reflected the will of 844 out of 896 barangay chairpersons. 

The dispute highlights ongoing political tensions in Manila, where Moreno defeated Lacuna’s sister, Honey Lacuna, in the 2025 mayoral race.
