LAWMAKERS: POWER SHORTAGE, NOT NGCP, BEHIND ROTATING BROWNOUTS

Lawmakers in the House of Representatives of the Philippines challenged the Department of Energy during a joint hearing, arguing that recurring red and yellow alerts and rotational brownouts in Luzon and Visayas are mainly caused by insufficient power generation rather than transmission failures. 

Legislators, including Rep. Rufus Rodriguez, said data show the National Grid Corporation of the Philippines properly handled recent grid disturbances, while noting that multiple power plants remain on forced outage, creating persistent supply shortages. 

Other lawmakers, such as Rep. Mark Cojuangco, criticized reliance on renewable energy and the Electric Power Industry Reform Act, saying the country lacks adequate baseload capacity and long-term investment in generation. 

DOE officials maintained that system reliability issues are multi-factorial but acknowledged significant generation shortfalls and tight supply conditions across the grid. 

Historical data cited in the hearing indicated that nearly 97 percent of red alerts from 2016 to 2025 were linked to generation-related problems rather than transmission failures.
